To answer your questions:
1.) I explain during our preseason captain's meeting that all requests must be made in writing a minimum of 24 hours before game time. I can't tell you how many times students have asked me in person, whether while I am attending a game, or even after hours when I am working out, to reschedule a game. I always tell them I need it in writing.
If captains don't provide 24 hours of notice, if possible, I will try to make arrangements for them if I can get in contact with teams and staff, however, they know this is not a guarantee.
1.2) While I was finishing up my GA, I had students start doing this, thinking they were helping me out. What happened was a group of students "rescheduled" a flag football game and didn't tell me or my staff. While it was unfortunate, we had to forfeit both teams, which resulted in them being ineligible for playoffs. This set a precedence that teams must communicate to the intramural office when they need to be rescheduled.
2.) What I do for most of my leagues is build in a rain out/ reschedule dates, where all games that get rained out or the need to be rescheduled go to. If at the end of the season I didn't have rain outs, or reschedule requests (rare), I offer the times to teams to get in extra games on a first come, first served basis.
Hope this helps!

While I agree that it would be a great way to keep students aware of policies, this could be something that you address with captains during the captain meeting. For example, our policies at Colorado Mesa state that reschedule requests must be made in writing (via email) no later than 24 hours before the scheduled game time.
Now to be honest, if I do have the staffing and facility availability, I might try to move games to help the students, but if I am unable to due to other tasks, they know the request will be denied.
Keeping the students responsible for adhering to your program policies is a headache sometimes, but it's important to teach them that there are rules and regs for everything they do!
Hope that helps!

Hey Megan!
We require that all students sign up on imleagues using their school account, and then we upload an ID sheet that we get from our school to verify current student, fac/staff. Then, we print the scoresheets, and require players to submit their ID cards before a game. If they are found to be a non eligible player, we suspend the team for a game, which our students take seriously.
Hope that helps!

Here at CMU we do what everyone else is doing; printing scoresheets, putting them on binders, and having office staff enter scores and participation the next morning. Works well, and gives the students a chance to do some of the work that is behind the scenes!
Ideally, like others have said, I would like to do tablets, but as of right now, it's good ol' paper and pencils!
